No Arab Spring for Algeria
May 2014

Why has Algeria avoided a popular uprising similar to those that brought down authoritarian governments in Tunisia, Libya, and Egypt? This brief explores how the government has managed to maintain the status quo while also arguing that it risks future instability if it doesn’t embrace serious political and economic reforms.

Navy Irregular Warfare and Counterterrorism Operations
Background and Issues for Congress

This report provides background information and potential issues for Congress on the US Navy’s irregular warfare (IW) and counterterrorism (CT) operations. The Navy’s IW and CT activities pose a number of potential oversight issues for Congress. These include the definition of Navy IW activities and how much emphasis to place on IW and CT activities in future Navy budgets. Congress’s decisions regarding Navy IW and CT operations can affect Navy operations and funding requirements, and the implementation of the nation’s overall IW and CT strategies.

========Decoding China’s Emerging “Great Power” Strategy in Asia

Contributor: Ernest Z. Bower, Victor D. Cha, Michael J. Green, and Matthew P. Goodman
Jun 11, 2014

China’s reemergence as a great power over the next few decades represents the primary strategic challenge for the U.S.-Japan security alliance and for the East Asian security landscape writ large. A clearer understanding of the fundamental underpinnings and trajectory of China’s foreign policy and security strategies toward the region is necessary to navigate these challenges and assure stability and prosperity in Asia. As such, this report seeks to illuminate the new Chinese leadership’s preoccupations, priorities, and policy predilections so that key stakeholders in East and Southeast Asia can determine how they can contribute both individually and collectively to keeping Asia safe and prosperous in a period of great uncertainty and diminishing resources.

Ukraine, Georgia, and Belarus have remarkable variance and incongruence between their levels of democratization, political stability, and economic development. This monograph by Dr. Robert Nalbandov explains the reasons for the different indicators in the three categories and explains the successes and failures of the democratization efforts in three post-Soviet countries.

Learn how the Paracel Islands disputes act as a primer about the South China Sea conflicts and U.S., Vietnamese, and Chinese relations in the region. This analysis may help the reader better understand these disputes, and how the United States may address them.

Despite fighting shoulder-to-shoulder this past decade, the U.S. Army is comprised of essentially “three Armies”—the active component, the Army Reserve, and the National Guard. While an intriguing start to integrate the three components, the Army Total Force Policy is not a panacea for reform. Real and meaningful work still needs to be done to bring the three into effective alignment and in a way to foster cooperation and mutual respect.

The further proliferation and possible use of nuclear weapons are among the very greatest threats to U.S. and international security, yet most governments and industry officials downplay the risks of civilian nuclear technology and materials being diverted to make bombs. They use this optimistic assessment in formulating U.S. and international nuclear trade and nonproliferation policies. This volume taps the insights and analyses of 13 top nuclear and security experts to weigh the validity of their narrative. The result is a comprehensive counternarrative that recommends a significant tightening of current nonproliferation controls.

For several years, the Strategic Studies Institute (SSI) has annually published the Key Strategic Issues List (KSIL). The purpose of this document is to make students and other researchers aware of strategic topics that are of special interest to the U.S. Army. Part I of KSIL is entitled "Army Priorities for Strategic Analysis" (APSA) and is a list of high-priority topics organized to support the Army's five strategic objectives as identified in the "2014 Army Strategic Planning Guidance." Students and researchers are encouraged to get in touch with the topic sponsors listed in the document. Thorough research and solid arguments on these topics are extremely important to the Army in this period of transition and geopolitical uncertainty.

Fighting the War of Deeds begins by taking deeds seriously—deadly serious—as action, policy, and communication. As communication, deeds furnish the U.S. Government a uniquely potent means for countering al-Qaeda’s terrorist propaganda effectively, and also building longer-term alliances based on mutuality with the Arab and Muslim world.

The 25th Annual U.S. Army War College Strategy Conference "Balancing the Joint Force to Meet Future Security Challenges" occurred against the backdrop of a complicated decision making environment. The U.S. Army's forward presence in the Pacific theater is long overdue for reconsideration and reconceptualization. Without unduly harming America's commitment to deterrence on the Korean peninsula, the Army forward presence could be reshaped and reconfigured to enable the United States to more effectively and more efficiently achieve its objectives across the Indo-Asia-Pacific region.

Bosnia-Herzegovina, once thought to be on the way to joining the North Atlantic Treaty Organization (NATO) and the European Union (EU), is instead falling behind, mired in political bickering, economic stalemate and governmental dysfunction. In this difficult situation, Islamism poses a significant threat to Bosnia’s fragile domestic stability.

The Syrian civil war has allowed al-Qaeda to recover from its setbacks up to 2010. Few cartel leaders acquire fame for culinary skills. However, Miguel รngel “El 40” Treviรฑo Morales, the sadistic erstwhile chief of Los Zetas, became skilled in preparing "el guiso" (the stew). His recipe is simple. After torturing a victim, even an infant, he plunged him into a 55-gallon pig cooker, doused him with gasoline, and set him on fire.

Understanding the conflict in North Caucasus may be the key to understanding the future of the post-communist Russian state and its interaction with Islam, as well as regional mountainous insurgencies. The region’s turbulent past and present make it a potential source of future waves of instability both within Russia and abroad—especially if the Kremlin and the Russian and local elites fail to deal with accumulating local economic, social, religious, and political pressures.

What do we believe we know about the future with sufficient reliability for it to serve as a basis for defense planning? Science and social science are both utterly disarmed by the complete absence of data about the future, from the future.

The withdrawal of U.S. combat forces from Iraq at the end of 2011 left behind a set of unresolved problems in the relationship between the Kurdistan Regional Government (KRG), and the Federal Government in Baghdad, compounded by Erbil’s subsequent pursuit of an energy relationship with Turkey. This has deepened both Turkish-Iraqi and regional sectarian tensions and, along with developments in Syria, has raised the specter of wider Kurdish self-determination, a prospect that Washington has been slow to recognize.

The United States and its allies are in general agreement on the legal status of conflict in cyberspace. But other key cyber actors have radically different ideas on key concepts of cyber warfare, including when a state of war exists. This paper explores the Russian approach to legal constraints governing actions in cyberspace, in order to assist in formulating an effective response to Russian cyber initiatives.

The Chinese government plans to establish a new air defense intercept zone which will include the Diaoyu or Senkaku Islands, sovereignty over which is disputed by Japan, China, and Taiwan. Former Secretary of Defense Robert Gates characterized the "greatest challenges facing the Army" as the "institutional and bureaucratic constipation" of its officer management systems. In this book, Mike Colarusso and Dave Lyle examine the Army's industrial-era personnel practices and prescribe a senior officer talent management approach that they believe is better suited to the demands of tomorrow.

The rapidly changing global energy supply situation, coupled with a host of social, political, and economic challenges facing consumer states, has significant implications for the United States generally and for the U.S. military specifically. The U.S. Army War College gathered experts from the policymaking community, academia, think tanks, the private sector, and the military services at the Reserve Officers Association in Washington, DC on 19-20 November 2013 to address first the major ‘new realities’ both geographically and technologically and then the specific military implications. This compendium of executive summaries is based on the presentations delivered at that conference, which was funded through the generous support of the U.S. Army War College Foundation.

Two key long-term energy trends are shifting the strategic balance between the United States and China, the world’s superpower rivals in the 21st century: first, a domestic boom in U.S. shale oil and gas dramatically boosting America’s energy security; second, the frenetic and successful search for hydrocarbons in Africa making it an increasingly crucial element in China’s energy diversification strategy.

Recommendations And Report Of The Stimson Task Force On US Drone Policy

Few recent national security developments have been as controversial as the increased US reliance on unmanned aerial vehicles (UAVs), more colloquially known as “drones.” While UAVs have multiple peaceful and commercial applications, heated debates about the use of lethal UAV strikes away from traditional, territorially bounded battlefields have tended to crowd out a broader and more nuanced discussion of US UAV policy. This report represents a preliminary effort to offer analysis and recommendations that could help shape and guide US UAV policy going forward. It looks at the military and national security benefits of UAV technologies, analyzes our current approaches to UAV development and export, and seeks to contextualize the strategic questions relating to the use of lethal UAVs outside traditional battlefields. Ultimately, it offers eight detailed recommendations for overhauling UAV strategy; improving oversight, accountability and transparency; developing forward-looking international norms relating to the use of lethal force in nontraditional settings; and devising sound UAV export control and research and development policies.

Addressing Cyber Instability Executive Summary

After two years of intensive study and research, the Cyber Conflict Studies Association is preparing to release their book-length monograph on “Addressing Cyber Instability.” Last month, the CCSA released an executive summary previewing the work, which is available for download.

The impetus for “Addressing Cyber Instability” is that, though cyberspace has become indispensable and irreplaceable for people, companies, and nations, it remains insecure due to technical and policy challenges. On the technical side, the Internet was not designed with security in mind, and as for policy, the new technology evolves faster than the legal, doctrinal, organizational, and conceptual framework around it. As a result, the CCSA concludes that cyberspace in its current form is inherently insecure and needs to be handled accordingly.

The monograph begins by defining its key terms. Though there are many technical definitions of cyberspace, the most accessible is that “cyberspace is all interconnected information technologies.” The CCSA deals primarily with cyber conflict, which it defines as “the conduct of large scale, politically motivated conflict based on the use of offensive and defensive capabilities to disrupt digital systems, networks, and infrastructure, including the use of cyber-based weapons or tools by non-state/transnational actors in conjunction with other forces for political ends.” This is broader than “cyber war” as it includes the likes of nonstate actors, covert action, and espionage, but excludes cyber crime committed strictly for commercial gain with the exception of economic warfare. The executive summary also lays out the focus of the monograph, which will be strategic rather than tactical or technical, and the five research vectors that the CCSA has been pursuing.

The first vector is strategic level issues. Despite predictions to the contrary, there has not yet been any massive cyber attack, suggesting some level of deterrence may be at play in cyberspace. Yet, according to the CCSA, the offense-defense balance in cyberspace makes deterrence by denial difficult as offense has the clear upper hand. Deterrence by punishment is more feasible but suffers from difficulty in attribution and credibility. It is often difficult to pinpoint an attacker to punish and to establish a credible threat of effective punishment. As a result, the CCSA concludes that deterrence is weak in cyberspace, causing instability.

The second research vector is military and operational. The monograph will explore how military and intelligence doctrine, strategy, and organization has evolved in the United States to deal with cybersecurity challenges. The monograph will also suggest the future direction of this evolution, noting that practitioners and bureaucracies must be agile to adapt to fast-paced threats and that military cyber defense must grow more collaborative and needs sufficient knowledge capture to build on existing lessons and experience.

The third vector will examine nonstate actors in cyberspace. The monograph will explore the role of nonstate actors in cyber conflict and the greater role nonstate actors such as Computer Emergency Readiness Teams and researchers must play in managing future conflicts. The CCSA concludes that there is a pressing need to develop mechanisms which foster defensive collaboration between a wide range of nonstate actors.

The fourth research vector that the monograph addresses is domestic and international law. The CCSA will first explain the current domestic and international frameworks for cyber operations and the growing consensus on legal issues. Implementing these frameworks is hindered, however, by an immaturity in applying legal constructs to malicious activity in cyberspace and more time is needed for norms and customs for behavior to develop.

The last research vector will deal with approaches for mitigating cyber conflict. The CCSA suggests three models for dealing with cyber instability. The first is based on public health and emphasizes useful norms such as hygiene, with practices such as patching vulnerabilities the equivalent of hand washing. The next model is environmental, focusing on cleaning up the cyber environment through legal regimes like those in place to battle pollution. Lastly, irregular warfare can serve as a model for cyber conflict, thought the CCSA is careful to note that this does not mean we are engaged in irregular warfare in cyberspace, merely that we face assymetric forces and irregular tactics.

The executive summary concludes with an overview of the CCSA’s future research agenda and a call to action. Current studies raise many more questions that the Cyber Conflict Studies Association hopes to explore such as balancing intelligence gain and intelligence loss in cyberspace and how norms surrounding cyber conflict can be developed. Having found cyberspace to be inherently unstable, the CCSA urges focusing on resilience in the face of threats and cleaning up the cyber environment to reduce them.
