Peruvian Government Continues Its Investigation Into Chilean Spying Within Peruvian Navy

Espionage: Chilean agent recognized by Peruvian navy official

During interrogations of Peruvian navy officer Johnny Philco Borja, a Chilean officer was recognized as a participant in the case of Chilean espionage within the Peruvian navy.

Borja recognized a Chilean captain as the primary player in espionage operations in the Peruvian navy that took place between 2005-2012.

According to a report by the program, “Frecuencia Latina,” Borja recognized Chilean Francisco Calvanese Oyarzun.

“This is the one I saw in passing […] in La Paz, in passing,” Borja said regarding an image of Francisco, nicknamed “Carlos”. According to El Comercio, Carlos allegedly conducted at least six meetings in Chile, Bolivia, and Argentina.

Borja had traveled to multiple meetings in Bolivia where he had attended meetings using the name Carlos. In addition, he divulged two more names of Chileans who worked with Carlos, “Alfredo” and “Roberto”.

The Chilean government continues to deny any involvement in espionage conducted in Peru or in any country. Yesterday they responded to the official complaint note Peru sent on Feb. 20 regarding the alleged espionage which three Peruvian naval officers committed under the direction of Chilean officers.

After analyzing the document, Peruvian President Ollanta Humala told the public that the government was not satisfied with the response from Chile. He said they will continue to analyze the document further.

Chilean President Michele Bachelete has remained silent on the incident.
