The Joint Chiefs of Staff (JCS) have just released online their 18th Intelligence, Surveillance and Reconnaissance Joint Force 2020 White Paper. This unclassified report lays out what the JCS thinks the Pentagon needs in the way of ISR resources and capabilities by the year 2020.
From my narrow perspective, the most interesting part of the report is the following quote (p. 3): “The current joint force of ISR personnel, sensors, platforms, and networks is so vast, diverse, and distributed that managing their effective employment represents a large and growing challenge for the Department of Defense.” In other words, the Pentagon’s vast number of intelligence and reconnaissance platforms has grown so large that the military cannot manage them anymore.
